Kaoh Kong province is quite touristy, but the roads are not yet very busy. You can see the mountains along the road. Watch out for the works towards Sre Ambel! You can find beaches quite easily without too many people. We advise you to stop at the eco-village near Phumi Chrouy Svay, partly run by expatriates (English-speaking, German-speaking, Spanish-speaking), especially at the "Done Right" bar. they can give you a lot of advice! This eco village is surrounded by beaches with mangroves, and very close to a lagoon. To achieve this, a part after Sre Ambel is done on red track, so be careful!
